Sir, I have the honor to acknowledge You Excellency's favor of the 16th informing me that the Imperial Ottoman Government will take measures for the protection of Missionaries residing in the interior of the country, and adding that under these circumstances the Ottoman Government "hopes that the American Missionaries will abstain on their part from every act that might favor the subversive tendencies of the agitators."

In expressing my thanks and those of my associate for this assurance, I beg to leave to say that the American Board of Missions and its Mission- aries have ever appreciated the favor of the Imperial Government enjoyed by them for many years. This ap- preciation, the fundamental rules of the Society, and also ordinary common sense must ever subordinate our conduct to the principle of carefully abstaining from unlawful acts our- selves, and from countenancing in any way revolutionists or their subversive schemes. Out strict con- formity to this rule is already well known to all Ottoman officials who have taken the trouble to make them- selves personally acquainted with

the Missionaries and their operations.

In case of any repetition of suggestions that individual Mission- aries have deviated from this rule, I would beg that you will kindly ask for names and specifica- tions, where I am confident that your investigation will show the suggestion to be purely imaginative.
