concerning American Schools in Turkey

To the honorable Walter L Gresham,
Secretary of State,
Washington,

Sir,

I have the honor to acknowledge your cipher
telegram of the 2nd inst which in reference to native
teachers in American Schools in Turkey, and
the capricious of arrest of naturalized Americans
/ I append a copy on the overleaf

I hope to succeed in enforcing your
views without straining friendly relations; (but
the protection of Missionaries on the one hand, and
preserving good relations with the Porte on the other,
presents a Scylla and Charibdis of notable which
of duties apparently^so conflicting, that even incessant
caution may not accomplish both)
