Sir,

I have the honor to acknowledge your cipher
telegram of the 2^nd inst which in reference to native
teachers in American Schools in Turkey, and
the capricious of arrest of naturalized Americans
/ I append a copy on the overleaf

I hope to succeed in enforcing your
views without straining friendly relations; (but
the protection of Missionaries on the one hand, and
preserving good relations with the Porte on the other,
presents a Scylla and Charibdis of notable which
of duties apparently_^^so conflicting, that even incessant
caution may not accomplish both)
