M. G. Papazian to Terrell, April 18, 1895

A somewhat terse and anxious letter from, presumably, a naturalized US citizen of Armenian heritage residing in Turkey, inquiring about the status of his passport. There was a dispute in this period about whether naturalized US citizens who had previously been Ottoman citizens fell under Ottoman or US jurisdiction while traveling or residing in the Ottoman Empire.

Aintab, Turkey April 18, 1895.

Hon. A. W. Terrell, Legation of the United States, Constantinople.

My Dear Sir, In response to your favor of Nov. 10th, 1894, I sent you by registered mail, my passport and all my creden- tials of American citizenship with the understanding that a new passport will be issued for myself and wife. of informing me whether my application had been received at the Legation. To that I have received no reply.

It makes me quite anxious to feel that I have, at present, almost no protection, nor even any proof of my citizenship beyond your letter of November last.

I feel strongly that my letters must have failed to reach you. Hence I must repeat my request. Will you please to notify me, at your earliest convenience and by the safest way, just how the matters stand and whether I can expect to see my new passport at an early date.

Yours Respectfully, M. G. Papazian.
